Problem with Mcafee firewall 4.02

XP home, OE6, FW4.02. When I download email to OE from my server there is a 40 second delay. If I change the FW to allow all there is no delay. When I download email from hotmail there is no delay.
Checked the firewall log. The only block was for an incoming IP to the Efficient Adapter.
Added ports to the rules - didn't change a thing
Changed Netbios to allow me to reach others shares - didn't change a thing
Took OE out of the internet programs and put it back in - no change.
It only happens when I receive email. not when i send.
and only on send/receive button
