Unable to get into my hotmail account

Approximately 2 weeks ago I began getting this eror message when trying to log in to my hotmail account. Your Web browser options are currently set to disable cookies. To use .NET Passport, you must enable cookies

I have already tried lowering my security level in internet options/privacy.

Any help will be greatly appreciated.
